I just bought a house and the kitchen has dark wood cabinets. I am unsure if the color goes all the way through the wood. Can I just sand the cabinets and re-finsh them with a stain.

You don't even want to try to sand them!!!!!!!!!
It will take a lot longer than you expect. Also, if you have any sides showing on your cabinets this material may not be able to be sanded.
Either replace or paint them.
